Are there any car rental agencies in Long Beach or LA that will rent a car to an 18 year old?

I know that most of the large car rental companies require renters to be 21 or older. Are there any local companies that will rent a car to an 18 year old? Maybe even a car sharing company would. Zipcar requires members to be 21+.

    An extra fee ive never heard of companies with corporate accounts getting younger employee rental good luck.
    An 18 year old rent however if you need to be 25 to rent however if you need to be 25 to rent however if you to be 25 to be 25.
    An extra fee ive never heard of anyone letting an 18 year old rent by paying an 18 year old rent by paying.
