Are there any car rental agencies that rent to ages below 21 without a per day surcharge in New York City?

I’ve gone through every car rental agency on the internet. And so far Hertz only charges a per day surcharge of $51.00 for ages 18-21. However, Enterprise was the cheapest but i could not get a surcharge quote from them. Point is, I’m a struggling junior in college and i dont have extra money for surcharges. Is there any rental agency that doesn’t have a surcharge? I plan on renting out of NYC’s JFK airport from 8/23/07 at 11am - 8/25/07 at 9pm. Thanx!

      I doubt it.I have never heard of one.Usually its age 25 to rent a car without a surcharge.

      First of all your dates are wrong
      Second of all the most expensive place to rent any car is at the airport. If there is anyway that you can use a neighborhood location you can usually save from 30-50 % on the rental

      The chances of anyone under 21 and then cab to take mass transit covers most everything in oneday travel range from here but you should look at other rental agencies to.
