What is the best car rental company for someone under 25?

Andrew asked: I am planning a trip out to Southern California to drive the Pacific Coast highway to Monterrey and back, only most car rental companies I have found charge huge fees just for being under 25. Does anyone know of a company that does not charge these fees? Thanks!Judith
