Does the hertz in which my monitor displays go up when I use good graphics card?

      It may not be your graphics card that is limiting the refresh rate. The monitor has a set limit at each resolution.

      The max refresh rate of your eyes see everything at around 24 fps anything above that will appear smooth.
      The max refresh rate of your monitor is fixed value the graphics card will only improve frames per second when youre playing.
