How to apply Third Party liability insurance on a car rental from a company like Hertz, when renting overseas?

Many credit cards cover CDW & Theft, but not 3rd party when you use them to reserve & rent a car. Hertz doesn’t offer 3rd party by itself when renting in Spain, is it already included?
