Is there a car rental that allows people with valid driver license from EU rent a car?

My friends from Europe are coming for a visit to the USA planning a trip cross-country. I have been trying to see if there are any rental car companies that don’t need a CC issued in the US for a rental - BUT I COULDN’T FINE ONE! (From New York Sate). Any suggestions??

      all mayor car rental companies will rent a car to any one with a valid driver lic,and credit car,can do it online,or at airport counter.
      if no credit card or debit card.then maybe enterprise,but a large deposit and mandatory purchase of insurance might be required.
